Sorry to be -ve, but IMHO this is a very tired debate that has been done to death in many forums, not to mention that it's a false dichotomy as the choice depends on many factors such as the intended audience, the nature of the app, local skill sets etc.
I know that one idea is (potentially) being submitted around this topic - responsive design really. It is still topical as Universities are potentially doing apps (at a large cost) that they don't need to do due to there not being a general understanding of native apps and the mobile web and the differences therein.
I now kind of agree with Pete - the question is too simplistic. But I do think a lot of HEs rush out and get an app when they don't need one. Or design for the wrong platform. Perhaps the topic could be reworked accordingly.
